ABOUT THE OGC DISASTER AND CLIMATE RESILIENCE PILOT

The Open Geospatial Consortium is an association of experts committed to improving access to location information. One of its major ongoing initiatives is the Climate Resilience Pilot, an annual challenge that explores how climate change related data can be easily discovered and made available in ways that are directly usable by decision makers and other non climate experts.

The latest initiative of the Pilot was the OGC Disaster Pilot 2023, sponsored by NRCanada, USGS and NASA. Disaster Pilot 2023 focused on creating stakeholder collaboration on workflows between data and decisions, from readiness and timeliness of data collection and processing, to visualization tools for broader understanding of geographic and temporal scales at which coordinated disaster response is required. Skymantics was responsible of component D109 – Wildland fire evacuation indicator workflow.

The challenge of evacuation decision workflows

When a wildland fire is declared, the protection and evacuation of affected population needs to happen first in a safe and efficient manner to clear the area for fire suppression. However, clearance time remains the holy grail of evacuation planning – valuable and elusive. Evacuation dynamics are subject to multiple dimensions, mainly vulnerability of the exposed population, mobility behaviors, and route capacity. 

This 3-dimensional problem makes evacuation planning a complex issue to solve. To address it, Skymantics created discrete event simulations of evacuation flows at scale of a synthetic population of the affected area using DataGenesis. A vulnerability-based wildfire evacuation priority & planning tool

Skymantics’ synthetic datasets were generated for two areas of interest: Fish Lake, UT (USA) and Winnipeg area, MB (Canada). Synthetic populations provide high-resolution discrete data, with demographic and health context, and consistent with authoritative public data without compromising citizens’ privacy.

The synthetic datasets were generated and fused with HSR.Health health risk index calculator. Skymantics’ routing and supply chain engine calculated escape routes considering distance to fire to compute mobility risks. The result was a full wildfire evacuation scenario tool to help emergency organizations predict scenarios and prioritize action on specific communities based on  vulnerability indices: health conditions, mobility hurdles, and social exclusion aspects.
